With reference to your letter 475 26 of the
13th instant respecting the detention at Hong Kong
of small arm ammunition consigned to Bangkok, I am
directed by Viscount Grey of Fallodon to observe
that there appears to be no evidence that a protest
was actually addressed to the Hong Kong authorities,
though the original enclosures to the communication
received from the United States Embassy on the sub-
ject, which are attached herewith for examination
and return, show that Dr. Spillman, the consignee,
wrote to them on the subject.
I am to request that instructions may be
issued to the Hong Kong Authorities so that they may
com.unicate with Bangkok or Batavia on the receipt
of applications for the release of consignments of
arms and ammunition so detained.
